On July 15, 2019, a row between the national government and governors over revenue sharing threatened to stall services in devolved units.

Council of Governors chairman Wycliffe Oparanya and his vice-chair Mwangi wa Iria led a protest march from the Intercontinental Hotel to the Supreme Court to file a petition.

The dispute centers on the Division of Revenue Bill, 2019, which allocates funds between the two levels of government.

The Senate and the National Assembly have disagreed on the Bill, with the Senate insisting on Sh327 billion for counties, while the National Assembly has revised its position to propose Sh316 billion.

The National Treasury had initially proposed a reduction in county equitable share from Sh314 billion to Sh310 billion, citing underperformance of revenue and a downward adjustment of the forecasted revenue for the 2018/19 financial year.

However, the Council of Governors and the Commission on Revenue Allocation have opposed the reduction, arguing that it has no legal basis and contravenes the Division of Revenue Act 2018.

The case is set to be mentioned on July 19, 2019.
