On July 15, 2019, a group of governors, senators, and members of the county assembly marched to the Supreme Court to file a petition seeking an advisory opinion on the division of revenue.

The petitioners, led by Council of Governors Chair Wycliffe Oparanya, sought advice on how revenue should be shared following a reduction in the equitable allocation of revenue to counties by the Treasury.

The Treasury had reduced the allocation to Sh310 billion, contrary to the Commission on Revenue Allocation's recommendation of Sh335.7 billion.

The Council of Governors (COG) stated that they were seeking a Supreme Court advisory on legal issues arising from the Division of Revenue Bill 2019/2020.
