On November 9, 2017, the National Resistance Movement wing of the National Super Alliance dispatched a motion to various county assemblies, calling for the establishment of a People's Assembly. The motion aimed to counter the dominance of the Jubilee party in the country's governance.

As of November 2017, the motion had been approved by ten counties, including Vihiga, Kisumu, Kakamega, Homa Bay, Busia, Siaya, Migori, Kilifi, Makueni, and Kwale. The National Social Alliance coalition, led by its principals, had dispatched the motion to these counties in a bid to seek more approvals.

On November 28, 2017, Kwale County Assembly became the tenth county to approve the motion, despite opposition from a section of Jubilee party leaders in the county. The approval of the motion marked a significant milestone in the efforts of the National Super Alliance to establish a people-driven assembly in the country.

According to sources, the National Resistance Movement wing of the National Super Alliance had unveiled the motion on Tuesday, November 7, 2017, and dispatched it to the following counties: Migori, Kwale, Kisumu, Lamu, Taita Taveta, Tana River, Turkana, Homa Bay, Mombasa, Kilifi, Siaya, Busia, Kakamega, Vihiga, Bungoma, Machakos, Kitui, Makueni, and Nairobi.
