On June 30, 2018, the Ministry of Irrigation incurred a Sh27 million expenditure in preparation for the failed launch of the Sh82 billion Thwake Multi-Purpose Development project.
The ministry procured branded caps and polo shirts, which are currently wasting away in the ministry's stores, as part of the expenditure.
According to Auditor-General Edward Ouko's report, dated March 15, 2019, the project was initially set to be launched in the 2017/18 financial year but has not been launched to date.
Mr. Ouko stated, 'The expenditure of Sh26,915,000 is, therefore, wasteful and could have been avoided.'
The Thwake Multi-Purpose Development project is being financed by a loan from the African Development Bank (AfDB) and the government through budgetary allocations to the Ministry of Agriculture, Livestock and Irrigation.
Phase One of the project, which involves construction of the dam and associated structures, is currently under implementation by a Chinese company, China Ghezuoba.
