On July 12, 2019, at a regional security conference in Luanda, Angola, Presidents Paul Kagame of Rwanda and Yoweri Museveni of Uganda pledged to seek a resolution to the tensions that have been escalating between their two countries.
The once-close allies have been exchanging public accusations of spying and political interference, with trade severely disrupted since Rwanda closed its border with Uganda in late February.
According to a statement after the meeting, the summit welcomed the political will of Rwanda and Uganda to continue dialogue with a view to finding a solution to existing problems.
Analysts warn that the spat between Kagame and Museveni could threaten stability in the strife-prone region.
