Kagame, Museveni to Meet in Angola for Regional Security Talks

On Friday, July 12, 2019, Rwandan President Paul Kagame and Ugandan President Yoweri Museveni are expected to shed light on the political tensions affecting their countries during a meeting in Angola.

The two leaders will attend the one-day Quadripartite Summit in Luanda, Angola, at the invitation of Angolan President João Lourenço.

Also in attendance will be Congolese President Felix Tshisekedi.

The meeting comes amidst a breakdown in relations between Kampala and Kigali, which began in 2017 and worsened early this year, affecting the flow of goods and people across their common border.

Rwanda accuses Uganda of supporting rebels and dissidents opposed to Kagame's government, a charge that Museveni denies.

Uganda, on the other hand, accuses Kigali of conducting espionage on its soil and infiltrating its security apparatus.

The security and human rights situation in the Democratic Republic of Congo (DRC) is also expected to be discussed, given the country's borders with the three nations represented at the summit.

The DRC has been plagued by armed conflict, with at least 890 people killed in clashes in December 2018 in four villages, according to the United Nations Security Council.

President Tshisekedi has vowed to flush out rebel groups in the eastern part of the country and has asked neighboring countries to join the fight.

Armed conflict in the DRC last year forced over 35,000 Congolese to seek refuge in Angola, with 900,000 others internally displaced.

The four heads of state are also expected to discuss the Ebola crisis in eastern DR Congo, which has claimed over 1,600 people, according to the World Health Organisation.
