Parliament Appoints Mediation Committee on County Governments Grants Bill

On December 29, 2021, the Speakers of Parliament appointed a mediation committee to resolve the contentious issues surrounding the County Governments Grants Bill, Senate Bill No. 35 of 2021.

The move comes after the Senate rejected the National Assembly's amendments to the bill on December 21, 2021, in a move that effectively committed the bill to a mediation committee.

According to Deputy Speaker Moses Cheboi, the mediation committee will comprise of equal numbers of members from both the Senate and the National Assembly, who will work together to develop an agreed version of the bill.

The mediation committee will be chaired by Senator Charles Kibiru and will include other notable members such as Senator Moses Wetangula, Senator Mutula Kilonzo Junior, and Millie Odhiambo MP.

The County Governments Grants Bill aims to provide for the allocation of conditional grants to County governments for the financial year 2021/2022 and to outline the responsibilities of County governments in relation to such allocations.

Deputy Speaker Cheboi has called upon the members of the mediation committee to develop a mediated version of the bill within 30 days, with the counting of the 30-day period commencing upon the first meeting of the committee.
