Published on July 5, 2019, the National Assembly has passed a resolution calling for a special audit into alleged illegal expenditures by the Senate.
The resolution, sponsored by Aden Duale and John Mbadi, accuses the Senate of duplicating roles and encroaching on the mandate of the National Assembly.
According to Article 108 of the Constitution, the leader of the majority party in the National Assembly is the person who leads the largest party or coalition of parties, and vice versa for the leader of the minority party.
However, the Senate has established and facilitated offices that are unknown to the Constitution and any other laws of Kenya, Duale said.
"We must now teach the baby how to walk and how to eat solid food. The baby cannot drink milk forever! We must teach the baby where to walk and we must teach the baby its boundaries," Duale said in a thinly veiled dig at the Senate.
Attorney-General Kihara Kariuki has been asked to provide an advisory opinion on the mandate of the Senate and the illegal expenditures incurred by the Senators.
The feud between the two houses of parliament comes at a time when they are required to agree on the Division of Revenue Bill (DoRB) to avoid disruptions in county operations.
