Published on August 21, 2021, a probe by MCAs in Siaya County revealed a staggering debt of over Sh320 million in statutory deductions owed to various institutions.
The National Social Security Fund (NSSF), Kenya Revenue Authority (KRA), National Hospital Insurance Fund (NHIF), and LAPFUND were summoned for a fact-finding mission, which confirmed that the county's Executive had not been remitting statutory deductions.
According to Speaker George Okode, the county government inherited liabilities from the defunct County Council, with some deductions like NSSF not being remitted since 2013.
Okode admitted that the problem existed but could not provide exact figures owed to each institution. However, The Standard established that the county owed LAPFUND Sh312 million, NSSF Sh20,423,523, and NHIF Sh63,976,650.
Okode confirmed that the county government agreed to not having remitted monies, attributing non-payment to directions from the Controller of Budgets (COB).
Siaya leaders called on Governor Cornel Rasanga to take action against those responsible for the failure to remit deductions in good time, with MPs Opiyo Wandayi and Sam Atandi asking the governor to ensure the money involved was fully accounted for.
