On July 2, 2019, Interior Principal Secretary Karanja Kibicho revealed that Sh266 million could not be accounted for in the collection of fees for Certificate of Good Conduct at Huduma Centers across the country.
The discrepancy was discovered after it was found that Sh639.5 million was collected from the issuance of 639,546 certificates at a fee of Sh1,000 each, but only Sh373.2 million was remitted to the Ministry.
Appearing before the National Assembly's Public Accounts Committee, Kibicho stated that the balance of Sh266.2 million could not be accounted for and that the matter had been raised with the Directorate of Criminal Investigations, which had started an investigation into the matter.
Despite the financial irregularities, President Uhuru Kenyatta had previously praised the Huduma Centers, stating that they had saved the country Sh74 billion and served over 24 million Kenyans since their inception in November 2013.
