On June 20, 2020, a court ordered former Kenya Meat Commission (KMC) CEO Ibrahim Haji Isaak to refund Sh11.5 million to the agency.
The money was withdrawn in 2012 to procure livestock for canned meat supplied to the Kenya Defence Forces (KDF) in Somalia.
However, Justice John Onyiego found that Isaak failed to account for the funds, leading to an act of fraud and breach of public duty.
‘What that means, is that he dishonestly spent the money without proper accountability hence an act of fraud and breach of public duty. I have no doubt in my mind that the defendant failed to account for the public funds to which he was duty-bound to refund to the corporation,’ said the judge.
Isaak claimed that he needed the money to supply beef to a client in Dubai, but the Ethics and Anti-Corruption Commission (EACC) found no documentary proof to support his claims.
