On June 10, 2020, a shocking scandal emerged in Homa Bay County, where internal auditor Julius Polo was detained by detectives who allegedly rejected a bribe to alter a report on nepotism in the county government.

According to sources, a group of officials with tainted images, led by county secretary Isaiah Ogwe, exploited vacancies to employ their relatives and girlfriends in key departments of the county government.

Isaiah Ogwe, popularly known as the Kapenguria Five, is accused of operating more than five bank accounts at Absa Bank and another bank, including a suspicious account in the name of his late father Phillip Ogwe, who died 20 years ago.

The account in the name of the late Ogwe has been used to purchase properties, including parcels of land, with a recent case reported this year.
